Requires a county that is required or chooses to plan under the growth management act, to allow school districts to site common schools on lands located outside of urban growth areas when certain criteria are met.

Requires the joint legislative audit and review committee to review the impacts of schools that are sited outside of urban growth areas under the authority provided by this act.

Expires July 1, 2026.
