Requires the superintendent of public instruction to collect, and school districts to submit, all student-level data using the United States department of education 2007 race and ethnicity reporting guidelines.

Requires the K-12 data governance group to develop the data protocols and guidance for school districts in the collection of data.

Requires the office of the superintendent of public instruction to: (1) Modify the statewide student data system as needed;

(2) Convene a task force to review the United States department of education 2007 race and ethnicity reporting guidelines and develop race and ethnicity guidance for the state; and

(3) Include in its reports that are made available on the internet: (a) The percentage of classroom teachers per school district and per school disaggregated for student-level data; and (b) the average length of service of classroom teachers per school district and per school disaggregated for student-level data.
