Requires certain noncharter counties to: (1) By January 31, 2017, establish a redistricting committee to divide the county into five commissioner districts; and

(2) Beginning in 2018, hold district elections for all county commissioners.

Authorizes certain noncharter counties, upon the approval of a majority of registered voters in the county, to choose to hold both district nominations and district elections for the office of county commissioner.
