Authorizes the department of licensing, county auditor or other agent, or subagent appointed by the director of the department of licensing to issue a temporary certificate of title for a manufactured home and withhold issuance of a new certificate of title or require a bond as a condition of issuing a new certificate of title if the department is not satisfied: (1) As to the ownership of the manufactured home; or

(2) That there are no undisclosed security interests in the manufactured home.
