Prohibits the operation of an unmanned aerial vehicle within five miles of an airport with over two million total passengers annually, unless certain conditions are met.

Requires a person, authorized to operate an unmanned aerial vehicle, to, at all times during the operation, maintain on his or her person documentation of any waiver, exemption, authorization, or consent permitting the operation.
