Increases training, recruitment, and retention with regard to the following, in response to the educator shortage crisis: (1) Teacher and paraeducator training;

(2) Teacher recruitment strategy;

(3) Substitute teacher and mentor shortage;

(4) Alternate routes to teacher certification; and

(5) Mentoring.

Makes appropriations to the student achievement council, the University of Washington, Washington State University, Western Washington University, and the office of the superintendent of public instruction.
