Establishes the school choice act.

Requires the office of the superintendent of public instruction to grant the request of a student's parent or guardian for the student to enroll in and attend a common school if certain conditions exist.

Requires school districts to include the following in their annual performance report: The performance of the school and the school district on the Washington achievement index.
