Authorizing bonds for the financing of transportation projects.
Requires the state finance committee, in order to provide funds necessary for the location, design, right-of-way, and construction of selected projects or improvements that are identified as connecting Washington projects or improvements in an omnibus transportation appropriations act, to issue and sell, upon the request of the department of transportation, a total of 4.285 billion dollars of general obligation bonds of the state.Provides a contingent effective date.

Requires the department of transportation, if it does not receive at least three qualified bids on a request for proposals for ferry vessel construction, to issue a new request for proposals that excludes certain requirements relating to the location of the ferry construction.
