Allows agency employees to assist with lobbying activities.Allows an agency's elected officials, appointed officials, director, or deputy directors to engage in certain lobbying activities.Prohibits the delegation of lobbying activities to agency employees.Prohibits a state agency from: (1) Entering into a contract for lobbying activities; and(2) Paying dues for membership in an organization, public or private, that engages in lobbying activities.

Aligning the issuance of certain documents issued by the department of licensing with federal requirements.
Requires the department of licensing to: (1) As required in section 202 of the REAL ID act, P.L. 109-13, and 6 C.F.R. Part 37, issue to a qualifying applicant a driver's license or identicard that is accepted by the federal government for official purposes;(2) When issuing a driver's license or identicard, follow the procedures and meet the applicable requirements and standards in 6 C.F.R. Part 37;(3) Adjust fees for limited-term drivers' licenses and identicards issued to persons who have temporary lawful status in the United States as defined in 6 C.F.R. Sec. 37.3; and(4) Provide a security marking for drivers' licenses and identicards issued under this act to distinguish the documents from other types of drivers' licenses or identicards issued by the department of licensing as required under 6 C.F.R. Secs. 37.17 and 37.27.Requires drivers' licenses and identicards issued under RCW 46.20.091 and 46.20.117 to include a statement on the front of the document that states it is not for federal purposes.

Concerning the security and authentication of state-issued identification.
Requires the secretary of state to continue to work with the department of licensing to ensure that government-issued identification remains valid and acceptable for purposes of meeting the needs of the relevant divisions and programs of the secretary of state.Requires a person obtaining or renewing his or her driver's license, driver's instruction permit, agricultural driving permit, identicard, or intermediate license to show proof of his or her United States citizenship or his or her lawful presence within the United States.Requires the joint transportation committee to study the issuance of drivers' licenses to persons who cannot prove their lawful presence in the United States.Repeals RCW 43.41.390 (implementation of the federal REAL ID act of 2005) and RCW 46.20.191 (compliance with federal REAL ID act of 2005 requirements).
