Creates new mid-level dental professions.

Attempts to increase access for all Washingtonians through the introduction of an evidence-based mid-level dental provider that is geared towards working in, and reducing oral health disparities within, the state's communities with the greatest need.

Encourages the American dental association and the state dental association to consult with stakeholders to study programs in the state that use volunteer dentists and oral surgeons to provide specialty care dental services to low-income adults and children.
