Authorizes the parties to an allowed claim for benefits to enter into a voluntary settlement agreement with respect to one or more allowed claims for industrial insurance benefits.

Requires the department of labor and industries to contract for an independent study of: (1) Voluntary settlement agreements approved by the board of industrial insurance appeals; and

(2) The return to work provisions.
