Requires the department of fish and wildlife and the department of ecology, where a significant agency action will change, supersede, or invalidate a local land use policy or will directly or indirectly diminish the allowed uses of a private property, to include in its required list of sources all empirical science relied upon by the agency in the course of preparing to take the significant agency action.
