Establishes a pilot program to encourage school districts to provide middle school students expanded learning opportunities by extending the school day one hour beyond the regular school day for the purpose of providing homework assistance to students.

Requires the expanded learning opportunities council to monitor the progress of the pilot program.

Makes appropriations.

Expires July 1, 2018.
