Modifies guardian ad litem provisions relating to: (1) Appointment made from the guardian ad litem program;

(2) Substantiation of recommendations;

(3) Itemized accounting of time and billing;

(4) Cases outside of the guardian ad litem licensing; and

(5) Notifications of conflicts of interest before accepting appointment.
