Addresses the model toxics control act with regard to requiring the department of ecology, in the event that a remedial action is appealed or challenged, to ensure, to the greatest extent practicable, that any aspect of the remedial action not affected by the appeal or challenge may proceed on schedule while the appeal or challenge is pending.
