| The Senate of the State of Washington |
| Ladies and Gentlemen: |
| I am returning herewith, without my approval, Senate Bill No. 6196 entitled: |
"AN ACT Relating to administrative processes for the utilities and transportation commission in managing deposits and cost reimbursements of the energy facility site evaluation council." |
| This is a worthy bill, but it has preceded the passage of the 2016-2017 supplemental operating budget, which is a greater legislative priority. Until a budget agreement is reached, I cannot support this bill. |
| For these reasons I have vetoed Senate Bill No. 6196 in its entirety. |
