Addresses commercial transportation services' providers.

Requires a commercial transportation services provider to comply with the requirements of this act, including those relating to a driver's compliance with insurance, qualification, conduct, nondiscrimination, maximum work hours, criminal history, and driving record requirements.

Prohibits a commercial transportation services provider from operating without first obtaining a permit from the department of licensing.

Creates the commercial transportation services provider account.
