Modifies education provisions relating to: (1) Teacher recruitment;

(2) Out-of-state teacher professional certification provisions;

(3) Hours of employment for retired teachers;

(4) Expansion of alternative route programs;

(5) Development of mentor training program goals and support for mentoring teachers from the beginning educator support team;

(6) The addition of elementary and early childhood education, bilingual education, and computer science education to the list of qualifying endorsements for certain scholarship programs; and

(7) Waiver of tuition by public four-year and two-year institutions of public education.

Creates the recruitment specialists grant program, the teacher shortage conditional grant program within the future teachers conditional scholarship and loan repayment program, and the teacher endorsement and certification help pilot project.
