Authorizes a domestic winery, during an event held by a nonprofit holding a special occasion license, to take orders and accept payment for wines of its own production under certain conditions.

Authorizes a special occasion licensee, in addition to offering the sale of wine by the individual serving for on-premises consumption, to sell wine in original, unopened containers for on-premises consumption if permission is obtained from the state liquor and cannabis board before the event.

Addresses special permits by individuals or businesses to sell a private collection of wine or spirits to an individual or business.

Provides that this act is null and void if appropriations are not approved.
