Requires the state auditor's office to conduct a performance audit of the department of natural resources focused on its contract management procedures for state-owned aquatic lands.

Prohibits the department of natural resources from granting any easement or other right in aquatic lands unless certain conditions are met.

Requires the department of natural resources to study the application of the Baldrige quality management framework or equivalent performance management system to its own activities and report its findings to the governor and the relevant legislative policy and fiscal committees.
