    On page 3, line 9, after "(b)" insert "Has been a resident for no less than five consecutive years;

    (c)"

    Renumber the remaining subsections consecutively and correct any internal references.

EFFECT:   Requires an individual to have been a resident of Washington for at least five consecutive years in order to be eligible for the COFA Premium Payment Program.
