On page 3, line 1, after "(7)" insert "The state auditor must secure an independent audit to compare the cost of developing subsidized housing within areas of high rates of increased property value with the development of market rate housing within those areas. The state auditor may contract with a private audit firm to conduct the audit in this subsection. The audit must include a report to the legislature by December 31, 2018.
