EFFECT: Removes the requirement that an electric utility provide a voluntary option to purchase qualified alternative energy resources to each new retail electric customer at the time service is established. Removes the requirement that each electric utility provide its qualified alternative energy resource options to its existing customers through its web site. Clarifies that a qualified alternative energy resource option may be provided for all or part of an individual customer's retail electric requirement. Removes community choice aggregation programs from the types of programs and policies that must be reviewed by the Department of Commerce and the Utilities and Transportation Commission in a joint report to the legislature on best practices and policies for electric utilities to develop green tariffs.
