    On page 7, beginning on line 10 of the striking amendment, strike all of subsection (2)

EFFECT:   Removes the authority for the Department of Commerce and the Utilities and Transportation Commission to adopt rules that impose penalties that ensure compliance with the fossil fuel reduction targets.
