Future transfers from the account for any purposes other than the expansion of broadband access requires approval by a vote of two thirds of the members elected to each house of the legislature"

EFFECT:    Requires a two thirds vote for any transfers from the account for any purposes other than the stated uses of the account. Removes an obsolete internal reference.
