    On page 2, line 22, after "means" strike all material through "more" on line 23 and insert "any city with a population of less"

EFFECT:   Expands the definition of "city" to mean any city with a population of less than 250,000, rather than a first-class city with a population of at least 150,000 and not more than 250,000.
