On page 10, after line 8, insert the following:
NEW SECTION.  Sec. 13.  "A new section is added to chapter 77.125 RCW to read as follows:
All finfish net pen operations must immediately adopt orca protection measures for each net pen facility in state marine waters. Protection measures must be submitted to and approved by the department and is subject to the provisions of fish and wildlife enforcement code in chapter 77.15 RCW."
EFFECT: Requires all net pen operations in state marine waters to adopt orca protection measures and report those measures to the department of fish and wildlife for review.
