On page 3, line 14, after "RCW 39.04.010." insert "Whenever possible, the port district must invite at least one proposal from a minority or woman contractor who otherwise qualifies under this section."

EFFECT:  Adds that port districts must invite bids for unit priced contracts from minority or woman contractors whenever possible.
