    On page 3, line 14, after "39.04.010.", insert "The port district managing official must award contracts under this subsection as equitably as possible among qualified contractors, including minority and woman-owned contractors."

EFFECT:  Adds that port districts must award contracts equitably, including to minority and woman-owned contractors.
