On page 4, after line 7, insert the following:

NEW SECTION.  Sec. 2.  "This act takes effect October 1, 2018."

On page 1, line 2 of the title, after "holders;" strike the remainder of the title and insert "amending RCW 66.24.244; and providing an effective date."

EFFECT: Adds an effective date of October 1, 2018.
