Background: The Department of Licensing (DOL) is currently involved in replacing their driver and vehicle information technology system called the Business and Technology Modernization project (DRIVES). In the process of carrying out this project, DOL uncovered technical issues in state law that need to be resolved prior to the DRIVES implementation. DRIVES just completed the replacement of the vehicle-related systems in December 2016. Driver-related systems are expected to be completed in 2018.
Summary of Bill: The Act makes the following changes to current law:
amends the definition of horseless carriage license plate from a motor vehicle that is more than 40 years old to a vehicle that is at least 40 years old;
allows for the purchase of a single vehicle tab in instances of replacement where a vehicle only requires one plate;
corrects a 2010 drafting error made regarding the distribution of the farm vehicle reduced gross weight fee;
restores language authorizing DOL to maintain motor vehicle accident records that were inadvertently deleted by the Legislature in the 2016 legislative session; and
clarifies which service fees are deposited into the Capital Vessel Replacement account.
The Act also creates a general procedure for establishing and updating the name and address for applicants of a driver's license, identicard, certificate of title, vehicle or vessel registration, or other permit. If a person changes their name or address, the person must notify the DOL in writing or through other means as decided within ten days by the DOL through rule. The address or name associated with a vehicle registration would then be updated concurrently with the name and address information on file for the corresponding driver's license.

Staff Summary of Public Testimony: PRO: This bill is technical and related to updating the vehicle portions of the information technology system. When someone updates their drivers license, it will also update their vehicle registration information. It allows drivers to change their address with DOL once, instead of multiple times. This bill is the same as the Senate companion.
