Background: Board of Natural Resources (Board). The Board is composed of six members: the Governor or a designee; the Superintendent of Public Instruction; the Commissioner of Public Lands; leads from the University of Washington and Washington State University forestry and natural resources programs; and a county representative. The Board has several different roles, including:

Board on Geographic Names Process. When serving as the Board on Geographic Names, the Board is charged with establishing the official names for lakes, mountains, streams, and other geographic features within the state except when a name is specified by law. The Board receives assistance and considers recommendations from the Committee on Geographic Names.

Blanchard State Forest. The Blanchard State Forest is approximately 4500 acres and is located along the boundary between Skagit and Whatcom counties. The forest was acquired by the state after a fire in 1925, and is managed for multiple uses including timber harvest, leases, and recreation.

Summary of Joint Memorial: The Joint Memorial requests that the Board of Natural Resources rename the Blanchard State Forest as the Harriet A. Spanel-Blanchard State Forest, subject to the Legislature approving funding for the name change.
