Background: The 2014 Legislature directed the Office of Financial Management (OFM) to establish a statewide all-payer health care claims database to support transparent public reporting of health care information. OFM has since received two federal grants to support the development and implementation of the all-payer claims database. A second procurement effort in 2016 was successful in identifying the Center for Health Systems Effectiveness at Oregon Health and Sciences University as the lead organization and Onpoint Health Data as the data vendor. Onpoint Health Data has four decades of experience designing, constructing, managing and analyzing a wide array of health care databases, including the development of the first multi-payer claims database initiated in Maine in 1994, and has since implemented seven statewide databases.
The Office of the Chief Information Officer conducted a procurement to require an outside quality assurance review for the project development, and was required to complete a review to ensure the database systems have robust security methods in place.
Summary of Bill: The Office of the Chief Information Officer must collect detailed information from the all-payer claims database lead organization and data vendor to allow an annual review of the security methods. The office must report its findings annually to OFM and the Legislature.
