Background: The State Capitol Committee (SCC) was established by the Legislature in 1921. The members of the SCC are the Governor, the Lieutenant Governor, the Secretary of State, and the Commissioner of Public Lands (ex officio). The SCC oversees the governance of the capitol campus, and all state facilities in Thurston County, with day-to-day management provided by the Department of Enterprise Services (DES). The SCC: (1) approves construction of all state buildings in Thurston County, (2) approves acquisition of real estate for state government in Thurston County, and (3) carries out other duties as specified by the Legislature.

The Capitol Campus Design Advisory Committee (CCDAC) advises the SCC and DES regarding state capitol facilities and grounds. The CCDAC consists of four legislators, the Secretary of State, two architects, a landscape architect, and an urban planner. The CCDAC was originally created by executive order in 1984, continued through budget provisos, and enacted into statute in 1990.

DES provides staff support to the SCC and the CCDAC.

DES is an executive branch agency. The Director of DES is appointed by the Governor, subject to confirmation by the Senate. DES provides products and services to other state agencies including:

• maintenance of existing facilities and development/acquisition of new facilities;

• mail, fleet, printing, imaging, and surplus services;

• personnel services;

• contract management and oversight; and

• risk management.

Summary of Bill: The State Capitol Executive Committee (SCEC) is created. The members of the SCEC include:

• two members from the Senate, one from each caucus, who shall be appointed by the majority and minority leaders of their respective caucuses; and

• two members of the House of Representatives, one from each caucus, who shall be appointed by the majority and minority leaders of their respective caucuses.

The powers and duties of the SCEC include:

• appoints the Director of DES—the Director serves at the pleasure of the SCEC, which sets the Director's salary in accordance with RCW 43.03.040; and

• approves all decisions of DES having more than a de minimis impact or cost on the state capitol group campus.

DES must present an annual plan to the SCEC for the management of the state capitol group campus and report monthly on the status of all projects and operations.

The State Capitol Committee's governance of the capitol campus is subject to the approval of the SCEC.

The state capitol group campus includes:

• the Legislative Building;

• the Insurance Building;

• the Cherberg Building;

• the John L. O'Brien Building;

• the Newhouse Building;

• the Pritchard Building;

• the Temple Of Justice Building;

• the grounds and parking areas surrounding each of the above buildings; and

• the General Administration Building if the building is repurposed to serve a different function or substantially remodeled.

The four Legislative members of the Capitol Campus Design Advisory Committee are appointed by the majority and minority leaders of the caucuses of the Senate and the House of Representatives, instead of by the President of the Senate and the Speaker of the House of Representatives.
