Background: The programs and agencies of state government are funded on a two-year basis, with each fiscal biennium beginning on July 1st of odd-numbered years. The Capital Budget generally includes appropriations for the acquisition, construction, and repair of capital assets such as land, buildings, and other infrastructure improvements.
Summary of Bill: The bill as referred to committee not considered.
Summary of Bill (First Substitute): The 2017-19 Capital Budget authorizes new capital projects for state agencies and institutions of higher education for the 2017-19 fiscal biennium. The bill makes adjustments to the 2015-17 Capital Budget.
For the 2017-19 biennium, a total of $335 million is appropriated to the Office of the Superintendent of Public Instruction for the School Construction Assistance Program. The 2015-17 Capital budget is adjusted; there is a net decrease of $5.8 million. The budget makes reappropriations of $2.5 billion for 2017-19 to continue projects authorized in prior biennia appropriations are able to continue without disruptions to construction schedules. This includes:
$1.2 billion for natural resources projects;
$584 million for public schools and other education;
$447 million for general government projects;
$167 million for higher education projects; and
$116 million for human services projects.
