AN ACT Relating to establishing the Washington state economic growth commission; adding a new chapter to Title 43 RCW; creating a new section; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION.  Sec. 1.  (1) The Washington state economic growth commission is established to:
(a) Develop a state economic growth strategy; and
(b) Devise a plan for establishing a manufacturing innovation institute.
(2)(a) The Washington state economic growth commission shall consist of seven voting members appointed by the governor as follows: Four representatives from academia, one senior economist with expertise in manufacturing and technology, one representative from Impact Washington, and one representative from the workforce training and education coordinating board.
(b) The chair of the commission is a voting member selected by the governor with the consent of the senate, and serves at the pleasure of the governor.
(3) The commission may adopt rules for its own governance and hire staff as needed to perform functions under this chapter.
(4) The commission may establish committees as it desires, and may invite people who are not members of the commission to serve as committee members.
NEW SECTION.  Sec. 2.  Section 1 of the act constitutes a new chapter in Title 43 RCW.
NEW SECTION.  Sec. 3.  The sum of one hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 2019, from the general fund to the department of commerce for the purposes of this act.
