Requires recipients who receive a tuition and fees waiver under RCW 28B.15.621(4) (section 1(4) of this act) to also receive a stipend for textbooks and course materials in the amount of five hundred dollars per academic year to be divided equally among academic terms and prorated for part-time enrollment.
