Finds that during the 2017 legislative session the governor preserved state tax revenue by vetoing a provision in Substitute Senate Bill No. 5997 that would have otherwise lowered the business and occupation tax rate for certain manufacturers.

Declares an intent to dedicate that preserved tax revenue to property tax relief during the 2018 legislative session.

Creates the state property tax relief account.
