Requires a manufacturer or distributor of a voting system or component that is certified by the secretary of state to disclose to the secretary of state and attorney general a breach of the security of its system.

Authorizes the secretary of state to decertify a voting system or component and withdraw authority for its future use or sale in the state if he or she determines it no longer conforms with certain requirements.
