Eliminates the requirement that a police officer must arrest a person who is sixteen or seventeen years old, at the request of his or her parent or guardian, if the officer has probable cause to believe that the child has assaulted a family or household member within the preceding four hours.

Eliminates the requirement that a juvenile detention facility must book into detention a person under age eighteen that is brought to that detention facility for an arrest for assaulting a family or household member.
