Addresses bail determinations and conditions of release.

Requires an individualized determination by a judicial officer of conditions of release for persons in custody.

Allows home detention to include a person charged with a felony offense.

Authorizes a municipal, district, or superior court judicial officer, imposing conditions of pretrial release for a defendant accused of a misdemeanor, gross misdemeanor, or felony offense, to: (1) Prohibit the defendant from possessing or consuming intoxicating liquors or drugs not prescribed to the defendant; and

(2) Require the defendant to submit to testing to determine the defendant's compliance with this condition, if the judicial officer determines that the condition is necessary to protect the public from harm.
