On page 10, after line 6, insert the following:

"NEW SECTION. Sec. 4. A new section is added to chapter 90.48 RCW to read as follows:

(1) The department shall conduct a comprehensive study of the laws and regulations related to motorized or gravity siphon aquatic mining in the following states: California, Nevada, Montana, Wyoming, Idaho, and Oregon.

(2) The department shall submit the results of the study to the standing committees with jurisdiction over water quality, mineral prospecting, and fisheries, consistent with RCW 43.01.036, no later than November 15, 2019."

Correct the title.

EFFECT: Requires the Department of Ecology (Ecology) to conduct a study of the manner in which motorized or gravity siphon aquatic mining is regulated in the states of California, Nevada, Montana, Wyoming, Idaho, and Oregon. Requires Ecology to submit the study to the standing committees of the Legislature with jurisdiction over water quality, mineral prospecting, and fisheries, no later than November 15, 2019.
