EFFECT:   Modifies the strategies that cities are encouraged to adopt in their attempt to meet the residential building capacity and housing affordability requirements of the act, from utilizing strategies that increase residential building capacity in areas with frequent transit service and infrastructure that supports the additional residential building capacity, to strategies that distribute housing growth equitably across their jurisdictions.
