On page 9, line 34, after "party" insert ". If the inmate has been convicted of aggravated first degree murder under RCW 10.95.020, the inmate may not participate in a postsecondary education program, regardless of whether it is paid for by a third party"

EFFECT: Prohibits incarcerated individuals convicted of aggravated first degree murder under RCW 10.95.020 from participating in postsecondary educational programming, regardless if paid for by a third party.
