On page 10, line 1, after "January 1, 2021" insert ", only if the available fiscal resources projected in the state budget outlook prepared for the 2020 enacted supplemental operating budget, pursuant to RCW 82.33.060, for the 2021-23 biennium do not exceed the available fiscal resources for the 2019-21 biennium by four billion five hundred million dollars. For purposes of this section, available fiscal resources has the same meaning as defined in RCW 43.88.055"
