On page 14, after line 25, insert the following:

"(5) Nothing in this act grants the department authority to adopt by rule a low carbon fuel standard or to establish standards that reduce greenhouse gas emissions per unit of fuel energy (carbon intensity) in transportation fuels used in Washington."

EFFECT: Prohibits the Department of Ecology from regulating indirect emissions of greenhouse gases through a low carbon fuel standard or other standards that reduce the carbon intensity of transportation fuels used in Washington.
