On page 14, line 21, after "(4)" insert "For the purposes of any rule adopted by the department to regulate greenhouse gases under this chapter, the department must exempt fuel used by stationary sources in counties with unemployment rates higher than the state average.

Correct any internal references accordingly.

EFFECT: Requires greenhouse gas rules adopted by the Department of Ecology under the Clean Air Act to exempt fuel used by stationary sources in counties with unemployment rates above the state average.
