EFFECT:   

Amends the dangerous weapons statute to prohibit the manufacture, sale, disposing of, or possession of a spring blade knife having a blade more than 3 1/2 inches in length (rather than entirely removing the prohibition on all spring blade knives).

Makes a corresponding change in the definition of "spring blade knife" to remove new language that would have provided that a spring blade knife is not a dangerous weapon.

Leaves intact provisions that prohibit any spring blade knives on school-related premises and court and jail facilities.

Strikes the section that would have repealed the statute which provides exceptions and exemptions for the possession and use of spring blade knives by certain law enforcement personnel and military members, and which permits certain contracts, trials, and testing of spring blade knives.
