EFFECT: Requires a county or city to determine the procedures to be used by the designated entity in awarding funding to community preservation and development authorities (authorities) if any exist in the county or city and requires that the procedures award funds sufficient to support the projects and programs identified in the strategic preservation and development plans of each authority in the county or city.
