Beginning on page 1, after line 2, strike all material through "RCW." on page 9, line 15 and insert the following:
"NEW SECTION. Sec. 1. A city, town, county, or municipal corporation may not enact an ordinance regulating the use or provision of carryout bags. Any carryout bag ordinance in effect on the effective date of this section is preempted and may not be enforced.
